Covered California for Small Business generally serves businesses with 100 or fewer full-time-equivalent employees, at least one eligible W-2 employee who is not the owner's spouse, and a majority of eligible employees living in California. Sole proprietors without W-2 employees may instead qualify for individual-marketplace coverage.
